Council advances master‑street‑plan amendment to third reading; first reading held for vegetation code change

The ordinance is sponsored by Council Member Gardner, who was absent; the Mayor and City Attorney discussed the proposal on the record. The City Attorney said the principal change on page three removes what he described as a road‑setback or tree‑preservation line that would have been required for commercial zoning.
Council Member Holt moved to conduct all three readings of Ordinance 1171 that evening to expedite action, but the Mayor explained that such a motion requires a two‑thirds vote. With only five members present and the Mayor unable to vote on the motion, Holt withdrew the motion. The clerk confirmed the ordinances will return for subsequent readings according to standard procedure.
No final passage votes on either ordinance occurred at this meeting; both items were left on the schedule for future readings.
