Polk County approves conditional use permits, including environmental review for 355-foot cell tower

Polk County’s Planning & Zoning items were approved as part of the June 2 meeting.
Assistant Environmental Services Administrator Jacob Snyder presented three resolutions. Resolution 2026-26 granted a Conditional Use Permit allowing Ryan and Danielle Gregoire to hook a new septic system to an existing accessory structure (Parcel #30.00449.00). Resolution 2026-27 approved a Conditional Use Permit for Lake Agassiz Bean, represented by Joel Gasper, to operate a commercial agricultural business in the agricultural zoning district (Parcel #21.00085.01). Resolution 2026-28 completed an Environmental Assessment Worksheet (EAW) review and granted a Conditional Use Permit for Tillman Infrastructures to construct a 355-foot cell tower and associated equipment (Parcel #62.00027.00).
Each resolution was offered and seconded as recorded in the minutes and adopted with unanimous yeas from the four attending commissioners.
Why it matters: conditional use permits change permitted activities on specific parcels, and the cell tower item included an EAW review because of tower height and associated impacts that require environmental review under state rules.
What’s next: the resolutions were filed in the Administrator’s Office; staff will follow the standard permit and compliance steps for the approved projects.
