Lincoln staff outlines FY2026-27 HUD action plan; council approves plan amid request for dollar detail

Marvin outlined program areas the funds will support: first-time homebuyer assistance targeted to households at or below 80% area median income (including deposit-assistance and deferred-loan options), troubled-property rehabilitation targeted in low- and moderate-income census tracts, ESG-funded services delivered through continuum-of-care affiliates for homeless prevention, lead-based-paint mitigation through existing HUD grants, a newer radon mitigation assistance item and renter-education efforts intended to prevent evictions. "We're in the fourth year of a five-year action plan," Marvin said, and described the typical array of program uses.
Councilmembers asked for quantities and budget detail; Marvin explained program categories but did not state an overall HUD entitlement total during his remarks. The council approved the FY2026-27 annual action plan on a unanimous roll-call vote (6-0).
Next steps: staff will proceed with program administration consistent with the plan; council or staff may return with more detailed budget breakdowns on request.
