Commission recommends fence permit for proposed Naylor data center; neighbor raises property-line concerns

The Trenton Planning Commission on March 16 voted to forward a recommendation of approval to city council for a commercial and industrial fence permit for the proposed Naylor data center campus at 3000 Brown Industrial Drive.
Mr. Bridge presented the application submitted by Prologues and described a campuswide security fencing system that includes crash-rated perimeter fencing, non-crash perimeter fencing, interior security fencing, vehicle access gates, pedestrian access points and chain-link fencing around stormwater basins. Staff concluded the proposed fencing is consistent with what is typically required for data center facilities and compatible with surrounding industrial uses and recommended the commission forward a recommendation of approval to city council.
Commissioners reviewed a color-coded exhibit showing multiple fence types and asked clarifying questions about which fences are outer perimeter vs. interior and how the plans address stormwater basins and generator pads. One commissioner noted industrial zoning commonly allows taller fences for certain uses and the commission discussed how different portions of the site would use different fence types.
During public comment, Michael Gorman of 2420 Woodsdale Road, who said his property borders the Prologues site, asked whether the fence would be electrified and whether the fence would be placed on the property line or moved onto the applicant’s side. Staff replied, "Doesn't appear to be," when asked if it would be electrified, and explained that a land survey would determine exact placement and that if any existing resident fence is on private property, the applicant will need to survey and place fencing accordingly.
A motion recommending approval to council was moved and seconded; the commission approved the recommendation on roll call. The recommendation will be forwarded to city council, which will consider the permit request. Staff noted the applicant will perform a survey before construction to determine precise fence placement.
