Staff presented the form and the board proposed additions to ensure applications include proposed alert‑action levels, documentation of periodic aquifer assessment where required, explicit mapping of existing and proposed roads and pipelines on site plans, and bond and decommissioning details so financial responsibility is clear.
Board members discussed the appropriate fee structure for applications and renewals. Members compared neighboring towns’ fees (bridging to Brownfield and Bridgton examples) and said a renewal fee of $500 (rather than the prior $100) is defensible because renewals require comparable staff review work to initial applications. The manager said she will revise the application form to add the suggested checkboxes and will return with a proposed fee schedule for board approval.
Members also discussed internal checklists and the town’s internal packet for technical review. No fee change was adopted at the May 12 meeting; the board directed staff to bring a revised form and recommended fee schedule for a future meeting.
