Commissioners remove Park Street from East Stroudsburg CDBG application after survey delay

The Monroe County Board of Commissioners voted June 3 to remove Park Street from East Stroudsburg Borough’s FFY 2025 Community Development Block Grant (CDBG) application after the Redevelopment Authority said a required residential income survey could not be completed before the application deadline.
Jennifer Petersen, executive director of the Redevelopment Authority of the County of Monroe, told the board that “the survey cannot be completed in time for the application deadline,” and that Park Street would be revisited in a future application. She said removing Park Street would not change the dollar amount allocated to the project because the other two streets in the application, Walnut Street and West Broad Street, are more costly.
Chairman John D. Christy asked whether deleting Park Street would alter the funding available to the borough’s project. Petersen replied that the allocation remains unchanged given the higher costs of the remaining streets.
The commissioners adopted a resolution approving the application change (R-2026-6) under motion M-2026-160, with Commissioner Sharon S. Laverdure moving and Vice-Chairman David C. Parker seconding; the public hearing recorded no public comments. The board will proceed with the borough’s revised application and said Park Street will be reconsidered once the required survey can be completed.
