Board recommends support for Cobblestone Village Crossing zoning variances; hearing set for June 1

Developers Eric Frey and Nick Feola presented plans May 18 for “Cobblestone Village Crossing,” a proposed active‑adult community at 1590 E. Philadelphia Avenue, and the Douglass Township Board of Supervisors voted to recommend support for several requested variances ahead of a Zoning Hearing Board review June 1.
According to the presenters, the project would include 11 buildings and 50 townhouse units. The applicants asked the board to support variances to convert proposed recreational fields into gathering areas (gazebo and pavilions), to allow a walking trail across the entire site, to permit use of a cul‑de‑sac for emergency access, to allow side‑load garages, to accept linear building façade buffers in lieu of other treatments, and to allow 28 extra visitor parking spaces.
Chairman Josh Stouch asked whether the project has been engineered to minimize impacts; Nick Feola replied it has and Mr. Feola also said PennDOT is "on board" regarding traffic. The applicants noted the parcel previously was a convenience‑commercial, by‑right property and asked the board’s support for the zoning variances needed for the residential conversion.
The board voted 3‑0 to recommend support for the requested variances; the Zoning Hearing Board hearing is scheduled for June 1, 2026, at 5:30 p.m. in the township building. The recommendation from the board is advisory to the Zoning Hearing Board and does not itself grant variances.
