Trustees adopt zoning change to allow barber/hair salons and approve water projects, budget draft

At its Aug. 11 meeting, the Village of Duncan Board of Trustees unanimously adopted Ordinance 25-212 to add barber and hair salons to the list of conditional uses in R1 and R2 zoning districts.
Don Reves explained the ordinance change and Clerk Marianna Evans read the ordinance aloud after the Board waived second and third readings. Trustees voted aye—Denbo, Wagoner, Schlesinger, Ratcliffe and Steyn—to adopt the ordinance.
The Board also approved several infrastructure items: it authorized purchase of well valve materials from Municipal Supply (materials ~ $2,000) and allowed Utility Superintendent Doug Michalak to install the valve, citing a Sargent quote of $5,054.17 that the Village could avoid in labor costs. The Board approved the Duncan Water Tower Improvement Project final proposal from JEO Engineering and approved the Water Sprinkler Reconnect Project final.
Trustees reviewed and approved the 2025–26 budget draft presented by the Village accounting firm and later voted to pay the month’s bills; all votes noted in the minutes were unanimous.
Unfinished-business discussion included a previously interested candidate for a back-up utility superintendent who is no longer available; the Board agreed to keep the job posted. Chair Schlesinger adjourned the meeting at 8:12 p.m.; the next regular meeting is set for Sept. 8, 2025.
