The Maxwell City Council approved Resolution 2420, authorizing payment of the first contractor draw to Riley Construction for work on the Baldwin Street reconstruction project, and also agreed on a priority order for reimbursing project expenditures.
Staff explained the suggested order of drawdown: use ARP funds first, then Road Use Tax revenues, I-Jobs and franchise funds, local option sales tax, and finally the loan proceeds. Council approved authorizing the clerk to make transfers in that order as needed to cover the payment.
During discussion council members described unexpected survey and locating work to find buried service lines that increased costs and complexity. Staff and engineers reported a rough estimate of about $35,000–$40,000 for an additional scope to install a 6-inch water line, construct a new hydrant and related connections; Riley Construction requested an additional eight days to complete the affected work. Council said it was willing to approve reasonable change orders tied to the additional scope but noted the town would need to document any damages to pursue liquidated damages for schedule overruns.
Councilmembers also discussed public communication problems around road closures and detours on North and Baldwin streets, and asked staff to improve notifications to residents. The council approved the pay application and a motion to authorize the transfers to cover project expenses; the change order and final accounting will be returned to council when finalized.
