Duncan board sets Central Valley Ag sewer charge at $107.19 per month; one dissent

The Village of Duncan Board of Trustees on Dec. 8 approved a resolution setting Central Valley Ag’s (CVA) sewer charge for 2026 at $107.19 per month.
Clerk Marianna Evans reviewed a handout and the resolution that ties CVA’s sewer charge to its prior-year water usage, saying the formula was created when CVA connected to the village’s sewer line and is recalculated annually. Evans also explained CVA pays for water at the same rate as residential customers and that imposing a higher commercial water rate would require a new or amended water-rate ordinance.
Trustee Jerusha Ratcliffe moved to approve the 2026 CVA sewer rate; Trustee Van Steyn seconded. The motion passed 4–1, with Chair Gary Schlesinger voting no.
Schlesinger said he "took issue with the fact that CVA does not pay more for their water," but the clerk said the resolution addresses fairness in sewer billing based on usage and that any water-rate differentiation would require an ordinance change. No amendments to the resolution were recorded.
The rate takes effect with the 2026 billing cycle; the clerk’s office will apply the approved formula to the utility billing records going forward.
