Duncan board adopts timeclock rule, delays HOA remote access contract and approves utility repairs

At its May 12 meeting the Village of Duncan Board of Trustees adopted an employee manual change requiring non-salaried employees to use the village timeclock, voted to postpone consideration of a proposed HOA remote-access contract for the water system, and approved a contractor bid to restore park sprinklers and service connections.

Chair Gary Schlesinger said the timeclock is installed but still has technical issues. Schlesinger moved to add to the employee manual that employees who are not salaried must use the timeclock; Lance Denbo seconded. The motion carried with four trustees voting yes; Trustee Jerusha Ratcliffe voted no.

Utility Superintendent Doug Michalak explained a proposed one-time fee to enable HOA remote access that would allow staff to check alarms and operate wells remotely; the board voted to postpone the item until the next meeting (motion by Jerusha Ratcliffe, second by Van Steyn).

Michalak also reported that sewer flushing was completed and that NRWA televised a resident's sewer line after a basement water complaint; no blockage was found but a low spot with standing water leading to the house was identified and the resident's insurance was notified. He said the West Park sprinklers are not running because the well is on the old line and a curb stop and line will be needed; the board approved hiring the lowest bidder to perform the needed work (motion by Nick Wagoner, second by Lance Denbo). The board also approved paying the month's bills (motion by Lance Denbo, second by Van Steyn).
