Village of Duncan votes: contract approvals, rate setting and 2026 appointments

The Village of Duncan Board of Trustees voted on a slate of routine and substantive items at its Dec. 8 meeting.
The board approved a water-tower maintenance agreement with Maguire Iron after JEO Engineering reviewed the contract and raised no concerns. The board voted unanimously to approve the agreement.
On utility rates, the board set Central Valley Ag’s (CVA) 2026 sewer rate at $107.19 per month, a resolution calculated from CVA’s prior-year water usage. The motion passed 4–1, with Chair Gary Schlesinger voting no.
The board confirmed several 2026 appointments: Marianna Evans as Village Clerk, Michelle Schindel as Village Treasurer and Doug Michalak as Village Water Commissioner. Trustee Jerusha Ratcliffe moved to appoint Neal Valorz as Village Attorney; that motion passed with Schlesinger voting no. The board appointed Advanced Engineering Services as Village Engineer (one abstention by Trustee Ratcliffe) and John Zwingman as Village Street Superintendent (Ratcliffe abstained).
The board hired Michael Ratcliffe for seasonal snow removal at $20 per hour; he abstained from the vote because of a family conflict. The board also approved Clerk and water conferences for March 2026.
On compensation, the board approved a 3% across-the-board raise for 2026 employees. The raise passed 3–2, with Trustees Nick Wagoner and Chair Schlesinger opposed.
The board reviewed departmental reports, approved payment of the month’s bills and adjourned at 8:00 p.m.
