Board of Public Works and Safety takes salt bids under advisement after limited supplier responses

The Board of Public Works and Safety opened its annual salt bids and voted to take the submissions under advisement after several suppliers either declined to bid or submitted limited offers. A staff member read letters and bid documents during the meeting and reported that most suppliers either declined or provided no-bid notices.

A Morton letter was read indicating Morton declined to bid on the main contract at this time; the same packet included a Morton price for bulk water-conditioning rock salt recorded in the materials as 15921 per ton. Compass Minerals sent a letter saying it was "unable to submit a bid at this time" because it could not assume the risk associated with an absence of guaranteed purchase volume and asked to remain on the active bidders list. A separate envelope from Mid America was noted but the packet did not resolve whether that submission matched the bid specifications for southern road salt.

Board members discussed options including negotiating with the incumbent, contacting other municipalities to see whether they face similar supplier reluctance, and clarifying whether past purchases used a different salt specification. One board member moved that the bids be taken under advisement; another seconded the motion and it passed by voice vote. The board agreed to have staff follow up with bidders and report back at the next Board of Works meeting.

Earlier in the meeting the board also moved, seconded and approved the minutes from the May 20, 2026, Board of Public Works and Safety meeting. There were no public comments, and the meeting was adjourned.
