Council approves Woodlon storm-sewer plan to pursue funding

The Maxwell City Council voted to approve the Woodlon Street storm-sewer plan as a capital-improvement project and to use the plan to pursue funding.

Engineers explained the project scope and drainage-area mapping for Woodlon Street and described the design as addressing localized inundation and street-runoff (typical pipe sizing for the project targets a 10-year storm event). "This design addresses the localized inundation, the localized flooding and the perpetual wetness of the area," the city engineer said. Staff outlined potential funding sources including road-use tax, franchise fees (restricted-right-of-way funds), local option sales tax for community betterment, general-obligation bonds, or loan mechanisms used on prior projects.

Council asked whether design updates would be needed if the project is delayed; engineers said core conveyance choices are unlikely to change but noted that utility relocations, easement needs or unforeseen property-owner issues could prompt adjustments. Because the city is repaying debt on Baldwin Street and must watch cash balances, staff recommended approving the plan now to initiate funding work while sequencing construction for fiscal-year 2027 at the earliest.

The motion to approve the plan carried on a recorded vote. The council asked staff to include the plan in capital-improvement planning and to begin seeking grants and financing options.

Next steps: staff will begin a fund-analysis and pursue grant opportunities; the plan will be retained as an approved capital project until funding is secured and construction is scheduled.
