Council reviews FY26 capital priorities: water-plant security, sidewalks and cemetery improvements

The council conducted an extensive review of proposed capital improvements for the coming fiscal year. Priorities discussed included security upgrades at the water plant (replacement doors, window bars and concrete barriers around the LP tank), installation of cameras at Main Street and city facilities, and a staged access-control and alarm upgrade for priority doors. Members discussed funding those water-plant-specific items from the water enterprise fund and seeking grants for camera projects.
The council also discussed a sidewalk-replacement program proposed at $25,000 annually and debated a proposed walking path to the Dollar General (an estimated ~$122,000 schematic cost was cited during discussion). Members recommended waiting on construction near the Dollar General until a northern development plan is firm and suggested phasing planning and construction to match development timing.
For cemetery roads and related improvements, members proposed a multi-year savings plan and recommended prioritizing the southern cemetery connections first. Salt-sand storage alternatives (bend blocks with a carport vs. Jersey barriers) and associated concrete-pad work were tabled pending an assessment of annual tonnage delivered.
Council members emphasized using grants where possible (parks and playground upgrades, Gaga pit, tree-planting grants) and recommended staff obtain detailed quotes from engineers and vendors before finalizing the FY26 budget. Several items (access control, camera systems, and portions of sidewalk and trail work) were identified as candidates for budget amendments when grant awards or firm vendor quotes are available.
