Landmarks Commission awards $20,000 CLG nomination contract to Legacy Architecture for Astro Park area

The Green Bay Landmarks Commission voted June 17 to hire Legacy Architecture to prepare a historic-district nomination for the neighborhood around Astro Park, using a $20,000 Certified Local Government (CLG) grant.

Staff outlined the grant and the RFP process, saying the city received two proposals that both met the RFP criteria and fit the grant budget. “We have received a CLG grant, which we’ve informed you of, for $20,000 total to do the historic district nomination,” staff said. Commissioners discussed the relative merits of Legacy Architecture, which completed prior intensive-survey phases for the commission, and a response from a university program (UWM).

Several commissioners favored Legacy for continuity with the commission’s earlier survey work. One commissioner summed the rationale as continuity with the intensive-survey phases: “My personal preference this time is to continue with Legacy just for the sake of continuity from intensive survey to this.” After discussion the commission voted to approve Legacy for the project.

Staff noted there is no city match required for the CLG grant; the proposals were roughly within the $20,000 budget. The commission did not request a follow-up interview with the proposers and directed staff to proceed with Legacy’s scope as proposed.

Next step: staff will finalize the contract with Legacy Architecture and begin the nomination process; the timetable will follow typical CLG nomination steps and the grant schedule included in the RFP.
