The Green Bay Common Council approved a redevelopment agreement for a project at the corner of Elvin and Locust that would replace a former nursery with three 30‑unit multifamily buildings and use PGO/TIF assistance to help cover costs.
Deputy Director Buchanan described the site as already zoned multifamily and said the developer plans three buildings of 30 units each. He told council members the proposal involves new TID assistance and that wetlands concerns raised by residents would be handled in the standard permitting and development-review process rather than at the development-agreement stage.
Alder Dele and other council members asked whether the developer or staff could address residents’ wetland questions; Buchanan said the site is a redevelopment of a previously developed property and he was not aware of wetland issues requiring special action at this stage.
The council moved to approve the development agreement; after a standard motion and second the item was adopted by voice vote.
Next steps: the project will proceed through the permitting process, where any outstanding environmental or wetland concerns would be reviewed by staff and appropriate permitting authorities.
