Duncan adopts revised electronic message sign policy; board discusses annexation needed to move speed-limit signs

The Village of Duncan Board adopted Resolution R25-295, the revised Electronic Message Sign Guidelines & Policy, after Clerk Marianna Evans read the resolution aloud. Trustee Nick Wagoner moved to approve the policy, Lance Denbo seconded, and the full board voted in favor.
Clerk Evans told the board she had contacted the Nebraska Department of Transportation, which advised the town that the highway and railroad right-of-way south of CVA was not included in earlier annexations for nearby businesses. Because the right-of-way is outside the current limits, Evans said the Village cannot move population or speed-limit signs past the furthest current city limits (the east side of Uncle Shaky’s). Chairperson Gary Schlesinger said the Village will need to annex that area and said he would work on the annexation; Evans cautioned that annexing only right-of-way may be difficult.
The board’s approval of R25-295 was unanimous. There was no formal action on annexation at this meeting; Schlesinger said he would pursue next steps and the board may consider annexation in a future meeting.
