The Josephine County Budget Committee approved a $1,137,000 supplemental budget increase during its June 9, 2026 meeting, Budget Officer Arthur O’Hare told the panel. The increase, O’Hare said, is primarily grant funding for Community Corrections programs and does not change countywide full‑time equivalent positions.
The supplemental adjustment includes $1,062,000 in grant revenue intended for Community Corrections initiatives, including Family Treatment Court and Behavioral Health Deflection programs, O’Hare said. He also identified a $20,000 transfer from Animal Shelter revenues to the Animal Shelter Building Reserve Fund and a $55,000 increase tied to sewer service costs at the North Valley Industrial Park. O’Hare told the committee that several entries are transfers between budget categories rather than net increases in overall spending.
Committee members questioned contingency usage, grant funding assumptions and reserve balances while O’Hare reviewed procedural requirements under Oregon Budget Law and Josephine County’s charter for supplemental budgets. O’Hare said the supplemental budget will be published and presented to the Board of County Commissioners for consideration on June 24, 2026.
During public comment, Stephen Fitch of Josephine County urged greater government accountability and citizen participation, raising concerns about public trust in officials. The committee then deliberated and asked O’Hare clarifying questions before voting.
Committee member Ron Smith moved to approve the supplemental budget; Dorothy Yetter seconded. The motion passed on a roll‑call vote, 6‑0 (Yetter, Collins, Martin, Smith, Kirby and Richardson voting yes). Smith then moved to delegate approval of Budget Committee minutes to the Board of County Commissioners; the motion was seconded by Yetter and passed 6‑0. The committee adjourned at 9:29 a.m.
The supplemental budget increases the Fiscal Year 2025‑26 appropriations by $1,137,000, with the largest single addition earmarked as state grant funding for Community Corrections. The committee’s vote completes the Budget Committee’s review; the Board will consider the supplemental budget at its public hearing scheduled June 24, 2026.
