Lincoln County adopts bylaws for opioid abatement governance committee to guide settlement spending

Lincoln County commissioners unanimously moved forward on June 17 to adopt bylaws establishing a local Opioid Abatement Governance Committee to review requests and make public recommendations for spending funds received from national opioid settlement agreements.

The chair summarized the county’s history with opioid settlement funds and stressed the need for a transparent, consistent process instead of ad‑hoc decision making. The proposed bylaws call for a committee that includes county representation, the finance officer and public health staff, and members of the public; the committee will review applications for conformity with Exhibit E remediation uses and recommend actions to the commission in a public meeting.

The chair said the county attorney had reviewed the bylaws, and staff will implement the committee intake and public‑notice processes. Commissioners noted that victims’ advocates had submitted comments and that many recommendations from public comment would be considered by the committee during its review process.

The bylaws are intended to create a clear application pathway and public input opportunities so the county’s disbursement of opioid settlement funds aligns with state‑defined remediation uses and makes awards in a transparent manner. The commission approved the bylaws and directed staff to implement the committee setup and public posting procedures.

The adoption itself does not appropriate specific funds; individual awards will be subject to committee recommendation and commission action in subsequent public meetings.
