Finance Committee unanimously backs transfer of school-field duties and enterprise-fund updates, flags stormwater cost rise

The Finance Committee on April 28 unanimously recommended that Town Meeting approve Article 2, which would transfer maintenance and scheduling of the school fields back to the schools, and Article 4, which updates enterprise funds and capital projections.
Town Manager Michael Herbert told the committee that the transfer for the school fields would draw from the Stabilization Fund in the near term, "functioning effectively as a bridge loan," and that the related enterprise fund is expected to be unwound the following year because it was created by special legislation and cannot be directly transferred. Committee members voted to recommend Article 2 without dissent.
On Article 4 the committee reviewed enterprise fund changes and capital needs. Committee discussion noted that the field enterprise fund is decreasing while other enterprise funds are increasing modestly; stormwater costs are expected to rise by approximately 10 percent to cover culvert work required by the town’s NPDES permit. The committee recorded that the budget figures assume passage of the override and discussed reconvening Town Meeting if the override passes or reviewing a revised budget if it fails.
Chantal Kokaram moved the recommendation for Article 2 and Jonathan Moore seconded it; Kokaram also moved Article 4 with Anton Tikhomirov seconding. Both motions passed unanimously. The committee also approved its prior minutes and scheduled follow-up meetings ahead of Town Meeting.
