The presenter said Solar Smart provides no-cost technical assistance to municipalities to reduce permitting and zoning barriers and that the program had offered feedback on the town's draft overlay. Town planner Stefan had worked on the ordinance and will continue to be a technical lead; the board discussed whether Stefan or the Energy Commission (represented by Bob) should be the town's Solar Smart point of contact. The board agreed that Stefan would remain the technical lead and that the Energy Commission could serve as the public-facing contact for outreach.
The planning board will consider the draft ordinance at its next meeting; staff said the Solar Smart designation does not obligate the town to projects but helps demonstrate local readiness to state or federal funders when applying for renewable-energy grants.
