Select Board approves license transfers, contract awards and routine appointments; authorizes health-insurance study and raises beach nonresident fees

The Bellingham Select Board on June 15 handled a package of licensing, contract and personnel actions, approving a restaurant liquor-license transfer, multiple change-of-manager filings, capital and infrastructure contract awards, annual administrative appointments and a contract to study the town's self-insured health plan. The board also approved an increase to nonresident Silver Lake fees.
Licenses and manager changes: Jason Robinson, the general manager at the Hartford Avenue Uno'branded restaurant, told the board the transfer of the on-premise all-alcohol license and weekend-entertainment privileges from Uno Restaurant LLC to Nourish Sub1 LLC was an internal management reorganization. The board approved the transfer. The board also approved a change-of-manager application for the Propelling Sportsman Club, which will name Henry Russell as manager, and approved an administrative change of LLC managers for an Outback Steakhouse location after town-level staff confirmed no operational changes.
Contract awards and capital items: The board awarded a Chestnut Street exterior painting and repair contract to RJ Forbes Painting as staff recommended, citing that a full future refurbishment would cost an estimated $2 million without current work. It also approved a contract to Dandell Construction to build a temporary access road to a well site (staff noted references were not included in the bid but consultants reported past experience with the company) and awarded a middle-school sewer improvement contract to N Jabati Inc. The board accepted the deed for a Freeman Street parcel that town meeting had previously approved for municipal purposes.
Appointments and routine business: The board ratified the town administrator's annual appointments, including animal control and treasurer/collector posts, amended a recent vote to appoint Barry Laravey as acting tree warden, and welcomed William Conerys to the Historical Commission. The board reappointed KP Law as town counsel for another year.
Health insurance study and Silver Lake fees: The board authorized the town administrator to sign a $20,000 contract with the Hill Group to update a 2018'2 study of the town's self-insurance model, using claims through 2026 to determine whether the current arrangement remains in the town's best interest. Separately, the board voted to raise nonresident day passes at Silver Lake from $7 to $15 and seasonal nonresident passes from $60 to $75, and to shift gate collections to peak hours from 4 to 6 p.m. to capture higher visitation and cover maintenance and lifeguard costs.
The board also approved gifts and grants listed in the packet, confirmed a meeting calendar for the remainder of 2026 with flexibility to cancel low-need meetings in July and August, and voted to enter executive session to discuss litigation strategy.
