Commission forwards easement‑vacation request at Conagra Brands site to city council

The Russellville Planning Commission voted to forward to city council a request to vacate a roughly 115‑foot by 15‑foot utility easement located entirely within the Conagra Brands facility at 3100 East Main Street.
Gavin (city staff) reported that both Summit Utilities and City Corporation submitted letters consenting to release of the easement, that the easement does not currently connect to any public right‑of‑way, and that vacating it would allow Conagra Brands to install a new transformer as part of planned freezer upgrades. Staff recommended forwarding the request to city council for approval because the easement is not in active use and utilities stated the release would not impede operations.
Jill Rabbino and Brian Kyle, representing Conagra Brands, told the commission the easement appears to be legacy infrastructure from prior wastewater operations and thanked staff for the review. No members of the public spoke against the request.
A commissioner moved and seconded to forward the vacation application to city council; the motion carried by voice vote with no recorded opposition.
