Board tables decision on trash-bag contract after cost and equity concerns

Board members reviewed two bids, from Waste Zero and Mansfield Paper, and were told Waste Zero was the lowest-cost vendor. The board examined a spreadsheet showing disposal costs of roughly $422,000 and concluded current bag‑revenue levels leave the program operating at a deficit. One participant summarized the finance picture: keeping current bag prices would leave the program about $67,000 in the red; increasing bag prices to the levels proposed for October ($30/$15) would reduce the deficit to roughly $39,000, but staff said the program would only break even if per‑roll prices rose to roughly $33–$34.
Members warned that repeated or large increases could push some residents to use commercial dumpsters and disproportionately affect larger households. The board also reviewed guidance from the Massachusetts Department of Environmental Protection that a sticker-based system can be vulnerable to counterfeiting and enforcement problems, and therefore may not be a reliable remedy.
Faced with those tradeoffs, members agreed to seek additional vendor options and to ask Waste Zero whether removing nonessential items (inserts and ties) or otherwise changing the product could reduce costs. A board member moved to table the trash-bag decision for one month to allow staff time to solicit more quotes and request revised pricing from Waste Zero; the motion carried by voice vote.
The board instructed staff to return with any revised Waste Zero pricing and any new quotes from vendors on the MassDEP vendor list at the next meeting.
What happens next: The board will revisit the bag contract and any proposed fee changes at its next regular meeting; staff were asked to pursue vendor negotiation and to report updated cost comparisons.
