Mr. Joseph reported small interest earnings ($25 in the money market account and $1 in the programming account) and confirmed a donation from Rita Lockin had been transferred to the newly established Westbend Community Memorial Library Foundation. The foundation is a separate legal entity owned by the board; it will provide quarterly reports back to the board and the interest earned will be spent on library programs rather than ongoing operations.
Board members also discussed county capital funding logistics: the county provides capital funds that must be matched dollar-for-dollar by the city, and board members are seeking clarity after the county dissolved a standing county library board that previously coordinated distributions. Staff will follow up with the county clerk and report back to the board to better track capital allocations ahead of upcoming budget work.
