Commission approves digital sign at 800 Williamson Way; staff says permit runs with the property

The Russellville Planning Commission approved a special-use permit to allow a digital sign at 800 Williamson Way, the site of the Christian and Missionary Alliance Church (referred to in the record as Amazing Grace Fellowship).

Staff planner Victoria told the commission the proposed sign meets vision clearance, size and height requirements and the digital‑sign standards in the zoning code (articles 4.7, 7.8 and 7.10). “Staff has confirmed the sign will meet all vision clearance requirements…[and] the sign company has confirmed that the sign will meet those [digital sign] article[s],” Victoria said.

A commissioner asked whether the permit would transfer if the property sold and whether the sign could be used for third‑party advertising. Victoria replied that special-use permits “do run with the property” and noted that this type of digital sign “can only advertise what is on the property. So, it couldn't be something where they could sell ads.”

Pastor Aussie, speaking for the applicant, asked when installation could proceed if the commission approved the permit; staff answered that a letter of determination would be issued to the applicant the next day and that the permit would be effective immediately (effective tomorrow), allowing installation to move forward once the determination is issued.

A commissioner moved to approve the permit; the motion received a second and passed by voice vote with no recorded opposition.

The commission’s approval allows the applicant to proceed with installation subject to the conditions and the letter of determination; any changes that would convert the sign to an advertising/media device would require returning to the commission for review.
