The Russellville City Finance Committee on April 7 forwarded nine agenda items to the full City Council with recommendations of approval, covering economic development, public safety, infrastructure and routine reimbursements.
The most prominent items included a 90/10 Arkansas Economic Development Commission matching grant to prepare an industrial site on South Elmyra Avenue, an appropriation to buy a networked fire station alerting system paid over three years and a contract amendment for the downtown streetscape project to add drainage and final striping work. Committee members also approved forwarding appropriations to fund spring stipends for city employees and a certified-local-government grant for historic-preservation work.
Committee chair Keller made the motions to forward most items and the votes were recorded as passed by voice; specific roll-call tallies were not provided in the committee transcript. Several items were administrative in nature: acceptance of a sidewalk-maintenance bid from Curb Time Solutions LLC, reimbursement to the Boys and Girls Club for first-quarter 2026 expenses, and a resolution supporting application for TAP/RTP funds for the Sequoia Russell trail connection.
The committee adjourned the finance portion and immediately reconvened for planning agenda items including a proposed vacation of a portion of North Jackson Avenue, a Damascus Road minor subdivision plat, and zoning-code amendments addressing sidewalk applicability for infill development and townhouse/row-house definitions. Members discussed timing and coordination with utility and telecommunications contractors for downtown work and public-notice plans for upcoming bridge demo and installation work.
The items will next appear on the full City Council agenda as forwarded with the committee’s recommendation of approval.
