The Russellville City Council adopted an ordinance March 19 vacating a portion of a 12-foot alley in the Madison subdivision (Item 1A) after procedural motions to return the item to the floor and a short debate about the appearance of a conflict of interest.
The alley vacation application was submitted by Barrett Associates on behalf of Mr. Chris Olsson, whose name appears in the packet. During initial consideration Mr. Olsson abstained, as recorded in the transcript. A council member argued that “even the appearance of a conflict of interest is a conflict of interest,” prompting discussion of whether the item should be re-read and put to a full vote. Council members moved to bring the item back to the floor and read it again by title.
