Eagle trustees adopt easements for 4th Street work, approve change orders, parks services and hire seasonal worker

The Village of Eagle Board of Trustees on March 16 adopted Resolution 2026-05 to obtain temporary construction easements from adjacent property owners needed for planned street, stormwater, guttering and sidewalk improvements on 4th Street from A Street to the MoPac Trail.
Village Clerk Nick Nystrom read the resolution aloud, including the statement: "The use of the property will not be permanent, but may require ingress and egress for the demolition of current improvements, preparation and grading, and installation of the new storm sewer, paving and sidewalk improvements." The board voted 5-0 to introduce and then to adopt the resolution, and authorized the Village Clerk, Engineer and Village Attorney to facilitate easement acquisition.
Trustees also approved two change orders with Darland Construction. Trustee Todd moved and Trustee Dobbins seconded approval of Change Order No. 1 for aluminum windows in the amount recorded as $8,500.00; the motion carried 5-0. Trustee Todd then moved and Trustee Meier seconded approval of Change Order No. 2 for miscellaneous costs described as required by the State Fire Marshal, recorded in the minutes as $14,286.000; that motion also carried 5-0. The board approved a monthly contract for mosquito abatement at Eagle Municipal Park with ABC Termite & Pest Control at a rate recorded as $500.00 per month, and approved the Eagle Park Board offering a "Free Swim Day" at the Eagle Pool during the 2026 season. Trustees Meier and Surman moved to approve the minutes from the previous meeting; that motion carried 5-0.
At 7:42 p.m., Chairperson Marcus Hochstein moved and Trustee Meier seconded that the board enter executive session to discuss hiring of a seasonal public works employee and to protect the reputation of applicants; the motion carried 5-0. The board left executive session at 7:49 p.m. and then voted, on a motion by Trustee Meier and second by Trustee Todd, to hire Morris Wollenburg as a seasonal public works employee at a rate recorded in the minutes of $18.00 per hour; the vote was 5-0.
The meeting adjourned at 7:50 p.m. and the minutes record no public comments during the public comment period. Next steps specified in Resolution 2026-05 authorize staff to proceed with easement acquisition to allow the 4th Street improvements to move forward.
