Clermont County approves federal transit grant, 911 network upgrade and $9.8M campus contract; one commissioner abstains

At its June 17 session, the Clermont County Board of County Commissioners approved multiple major grants and procurement actions, including a Federal Transit Administration 5307 grant, a public-safety microwave network contract, and a large campus construction award — actions county staff said will support transportation, public safety and capital projects.
County staff read and the board approved Resolution 099-26 to accept $3,669,436 in 5307 FTA funds to reimburse design and construction costs for the Claremont Transportation Connection facility; staff said the award covers the federal share and represents 100% of the identified grant-eligible costs.
Jessica Weerhold, director of the Department of Public Safety Services, presented a recommendation to accept a Saragon Networks, Inc. proposal to replace the county's 911 microwave backhaul system, with a contract not to exceed $4,378,000 pending the required purchase order.
The board also awarded the Filiger Campus Improvement Phase 2 project to Greybach LLC of Cincinnati as the lowest responsive bidder at $9,798,600. Commissioner Corkran disclosed that her husband represents the lowest bidder that did not supply required documentation, and she announced she would abstain from the vote. The remaining commissioners voted to approve the award; staff noted that required paperwork and responsiveness determined the successful bidder.
———"We've worked on this grant for several years. This is 100% funding for our new facility," a county staff member said when presenting the FTA award.
The board approved the recommended 911 contract and the Filiger award by roll call. For the Filiger award, Commissioner Corkran recorded an abstention after disclosing the conflict; Commissioners Painter and Bachelor voted yes.
