Delaware County Council approves consent agenda, including Child Guidance contract amendments and capital projects

Delaware County Council on June 17 voted to approve the meeting's consent agenda, moving forward a slate of contracts and capital projects ranging from facility upgrades to grant-funded sustainability work.
During the meeting Vice Chair Reuther moved to approve minutes and later to advance contract amendments for human-services providers. The council approved an amendment to contract MH1325 with Child Guidance Resource Center to increase the agreement by $1,239 for family-based mental-health services and extend the term through June 30, 2027; the mover noted a recusal related to recent service on the Child Guidance board. The council also approved an amendment to DA36/25 with Child Guidance Resource Centers Inc. that extended the agreement through 06/30/2027 and reduced its value by $31,768 to reflect the removal of carryover funding.
On the consent agenda, members approved multiple infrastructure and service items. The agenda package included bridge repair work, Fair Acres investments, and a long-discussed modernization of the George W. Hill facility kitchen. The council also highlighted a nearly $5,000,000 grant obtained by the county's sustainability office to support construction of composting facilities at a Solid Waste Authority transfer station; officials said participation in that project will be optional for residents.
Vice Chair Reuther acknowledged the county has replaced many vehicles since taking office but said the county still lacks a comprehensive fleet-management policy and asked staff to accelerate development of a policy that clarifies replacement schedules, usage and accountability. Reuther said she considered pulling the vehicle-purchase item until the policy was in place but ultimately supported the consent agenda after staff said a policy update is in process.
Motions on the minutes, the contract amendments and the consent agenda were made, seconded and approved by voice vote during the meeting; several speakers said "aye," and the chair declared the ayes have it. One recusal and one abstention were noted in the record on items tied to Child Guidance contracts.
The council then moved to its regular business and closed the meeting after brief council remarks and confirmation of an executive session the day before.
