BPW approves sole-source SCADA switch purchase for up to $22,207.50

Staff said the replacement equipment must remain consistent with existing SCADA network standards and operational support requirements, and that lead times required the City Council to approve the purchase prior to BPW Board consideration. Capital funds of $36,000 had been previously allocated for the SCADA switch refresh, and the recommended purchase, including a 5% contingency, remains within that allocation.
Because consistency with existing equipment and management practices is necessary for secure operational technology, staff recommended treating Express Systems and Peripherals Inc. as a sole-source vendor and waiving the formal three-bid process under the City’s purchasing policy. The Board approved the sole-source procurement on a motion by Commissioner Query, seconded by Commissioner Walters; motion carried, all voting aye.
Staff said the selected equipment will allow continued platform consistency for configuration, monitoring and support of the SCADA network.
