Planning Commission approves JR Automation headquarters and manufacturing campus with conditions

The Zeeland Planning Commission on Sept. 4 approved a site plan for JR Automation Technologies to develop an approximately 45.5-acre campus that includes a roughly 210,000-square-foot manufacturing building and a roughly 40,000-square-foot office building to serve as the company's global headquarters. The commission's approval carries five conditions staff said are needed to complete final permits.
The project engineer, Becky Page, presented the plan and said the site had been designed in compliance with city ordinance and provided earlier for preliminary review. Joel Cooper of JR Automation said the company was excited to locate its global headquarters in Zeeland and described elements intended to increase energy efficiency and natural landscaping.
Zoning Administrator Timothy Maday told commissioners staff viewed the proposal as "transformational" and consistent with the city's Master Plan but listed several outstanding administrative items that must be resolved before final sign-off. Staff recommended five conditions: relocation of required plantings outside the Riley/84th visibility triangle; final approval of the site utility plan by City of Zeeland and Zeeland BPW staff; final approval of the plan package by City Fire Rescue; final approval of stormwater management plans by the city's consulting engineer; and concurrence with the traffic impact study by the city's consulting traffic engineer, with any required on- or off-site traffic improvements to be completed at the developer's expense.
Commissioners discussed the outstanding items and the conditional approvals. After discussion, Commissioner Don Klompmaker moved to approve the site plan subject to the five staff-recommended conditions; the motion was supported and passed unanimously by members present.
Next steps identified by staff include completion of the final utility and stormwater plans, Fire Rescue review, and traffic engineer concurrence; the commission's action grants conditional approval but does not substitute for the required final administrative reviews.
