The Zeeland Board of Public Works approved a $28,310 change order from Kent Power to cover independent high-voltage testing and commissioning services for the Fairview Substation 69kV breaker replacement project.
Staff explained the change order resulted from a miscommunication about the scope of testing included in the construction contract and said NERC best practices and industry norms require independent third-party testing of high-voltage equipment prior to energization. Kent Power secured Shermco Industries to perform the required testing and included Shermco costs, specialized commissioning equipment and Kent Power labor in Change Order COR001-REV001.
Board materials indicate these services were procured and completed to maintain the project schedule. Approving the change order brings the estimated total project cost to approximately $460,199, which staff said remains under the approved $500,000 project budget. The Board approved the change order on a motion by Commissioner Cooney, seconded by Commissioner Walters; the motion carried unanimously.
Staff said no additional project expenses are anticipated and that the equipment was placed into service following completion of the testing and commissioning work.
