County Clerk Rhiannon Henkels presented two election-related invoices and a request for temporary staffing to support the May Primary.
Henkels presented an invoice from Ryder Election Services LLC for ballot printing; the transcript lists the amount with unclear formatting ("$27,1129.22"). The board discussed the routine nature of printing costs and approved the invoice without objection. Henkels also presented a Clear Ballot Group LLC maintenance invoice for $34,005.22 for the county's ballot tabulation system; the board approved the maintenance agreement without objection. Henkels requested authorization for up to 20 temporary election workers to assist with signature verification, ballot opening, and tabulation support; the board approved that request.
On personnel, Richard Pike of Public Works requested authorization to refill the Operations Supervisor position vacated in March 2025, citing extended understaffing and operational strain across multiple crews; commissioners expressed support to refill the vacancy. A Corrections Parole/Probation hire presented by Human Resources Director Michele Shaw was withdrawn.
The board also heard from Richard Pike about a Hart Insurance Agency invoice of $12,046.62 for environmental insurance tied to underground fuel storage at the Kirby facility and discussed longer-term options to eliminate the recurring cost.
