Mahwah board approves modest addition for 23 Trotters Lane to accommodate first-floor master bedroom

The Township of Mahwah Board of Adjustment on June 3 approved 'C' variances allowing Lawrence Jr. and Inez Inserra to build a small addition and relocate the front door and portico at their home at 23 Trotters Lane.
Mr. Lawrence Inserra, the homeowner, said he purchased the property in May 2025 and needs a first‑floor master bedroom “due to health concerns,” explaining the change will improve long‑term accessibility and functionality of the house. Attorney Robert Zisgen presented the application; architect Rosario Mannino and engineer Andrew Missey described the design and the lot's irregular shape. Planner Thomas Ashbahian testified the addition is modest and does not significantly deviate from the Township Master Plan.
The application requested minor variances for improved lot coverage and maximum lot coverage (proposed 30.6% vs. 30.0% permitted for improved lot coverage; 15.4% vs. 15.0% permitted for maximum lot coverage). Mr. Missey explained the property’s geometry limits where the addition can be placed; Mr. Mannino said the visual impact would be minimal. Board member comments characterized the project as a minimal, tasteful update that would be hard for passersby to detect.
On a motion by Mr. Sitar, seconded by Mr. Molfetta, the board voted to approve the variances. The roll call in the work session showed eight aye votes (Mr. Calijone, Mr. Kasparian, Mr. Kearney, Mr. Lockwood, Mr. Molfetta, Mr. Sitar, Mr. Taylor and Mr. Cannava). Township Engineer Mr. Michael J. Kelly noted that, if the application is approved, the applicant must obtain required Soil Movement and Building Permits before construction.
The board’s approval allows the Inserras to proceed with building plans consistent with the granted relief; the filing for permits and any subsequent inspections will follow municipal permitting procedures.
