Council handles administrative business: auditor change, city-administrator extension, and misc. approvals

Staff reported that Marl Davis & Tells (the city's auditor for roughly 10 years) will no longer perform municipal audits, prompting an urgent search for a replacement because audits are due to the state in March. Staff is contacting several firms to ensure continuity and avoid missing state deadlines.
Council approved a two-year extension to the city administrator contract for Tom Glette to allow completion of ongoing projects and to provide time for succession planning (including discussion of a deputy city administrator role and potential role splits between administration and utility superintendents). The administration committee recommended the extension and council voted in favor.
The council approved a special designated liquor license for Native Highway 32 Winery for a Sept. 29 farm-to-fork brunch, approved a council-affiliated claim for plumbing and heating services, and approved payment application #1 for excavation work on the canoe launch pad (staff noted change orders including demolition and import of topsoil).
Council members also received routine reports: Black Hills Energy line work on Cax Street requiring multi-week closures; property-acquisition progress for a levy project (two or three outstanding owners); and a discussion of structuring water rates, including possible tiered usage rates and the current usage/units referenced in the meeting.
