Papillion adopts 2026 building code amendments and updates zoning map

The Papillion City Council on July 16 adopted two ordinances: Ordinance 2087, updating the 2026 building code, and Ordinance 2088, revising the city's official zoning map.
Ordinance 2087 passed on a motion by Councilman Engberg, seconded by Councilman Stubbe. Council members said the amendment gives the building department flexibility to address modern construction practices and affordability issues, and may lower costs for some three- and four-unit residential projects and condominium water connections. "It actually gives flexibility," a council member said, adding the amendment accommodates current development practices.
Ordinance 2088, which applies existing or future zoning regulations to property pursuant to Papillion Municipal Code section 20532 and Nebraska Revised Statute 16-901, passed on a motion by Councilman Fanslaw, seconded by Councilman Stubbe, with a recorded vote of seven yes, zero nays.
Separately, the council recognized the reappointment of Doug Rogers to the Library Board during consent recognition. The general consent agenda carried by voice vote; items C4 and C6 had been pulled for separate discussion and were approved individually.
