Franklin County Legislature approves budget changes, hires, grants and proclaims June LGBTQ Pride Month

The Franklin County Legislature met on June 4, 2026 and unanimously adopted a slate of routine administrative and fiscal resolutions, taking actions on budget amendments, personnel, contracts and grants before adjourning at 11:43 A.M.

Chairman Greg Janisewski called the meeting to order at 11:30 A.M. and Clerk Heather Marlow called the roll; all districts were represented except Legislator Lockwood, who was excused. The board approved the minutes of the May 21, 2026 regular meeting and accepted correspondence that included an invitation from Malone Lodge of Elks and financial reports from the Capital District Regional Off‑Track Betting Corporation.

Key actions adopted by unanimous vote included:

- Resolution No. 124 (Human Resources): Accept a $3,800 grant for the Office for the Aging to support Annual Holiday Food Baskets and amend the 2026 budget to appropriate the funds.

- Resolution No. 125 (Public Works & Services): Establish Capital Project #1 to replace courthouse flooring and appropriate $40,000 from the Mortgage Tax Reserve.

- Resolution No. 126 (Administrative): Establish Standard Work Day hours for a set of county positions for New York State and Local Retirement System reporting (examples listed in resolution).

- Resolution No. 127 (Public Safety): Amend the Emergency Services budget to roll over $952.63 in FY2024 Interoperable Communications Grant funds into current contractual accounts.

- Resolution No. 128 (Public Works & Services): Create and authorize filling a Building Maintenance Worker II position (Grade 8, base salary $47,119) using existing departmental funds.

- Resolution No. 129 (Public Works & Services): Reallocate 2026 Highway capital funding, increasing County Route 27 by $362,601 and decreasing allocations to specified other projects; the resolution notes a future CHIPS award will prompt further allocations.

- Resolution No. 131 (Finance): Authorize conveyance of county title to property at 405 Goldsmith Road, Vermontville (Tax Map# 310.-1-41) to purchaser John F. Tyler; recorded amount paid is $2,440.13.

- Resolution No. 132 (Economic Development): Authorize the County Manager and Director of Economic Development, with County Attorney approval, to enter contracts and pay small business grant awards to named recipients (awards listed in resolution; Saranac Lake Rotary and The Woodshed on Park among beneficiaries).

- Resolutions No. 133–134 (Human Resources / Community Services): Authorize contracts with special education providers and a contract with Alice Hyde Medical Center for preschool special education therapy services; the resolutions set state‑approved maximum rates and classroom group rates as described in contract language.

- Resolutions No. 135–136 (Human Resources / Community Services): Accept and appropriate a $7,200 grant to support behavioral health specialists and accept $9,441.28 in Opioid Settlement Funds with stated appropriations to Community Services accounts.

- Resolution No. 137 (offered from the floor): Proclaim June 2026 as LGBTQ Pride Month to commemorate Stonewall and reaffirm the county’s commitment to inclusion.

Clerk Marlow read each resolution and recorded motions and seconders (motions were frequently made by Legislator Lauzon, Dabiew, Dumas or Sparks and seconded by fellow members). The record shows each resolution was adopted unanimously by the members present. The meeting adjourned at 11:43 A.M.
