The Papillion City Council voted unanimously on July 16 to approve resolution R-260096, updating an affiliation agreement with Metropolitan Community College (MCC) to provide practicum placements for MCC health professions students with Papillion-area fire departments.
Councilman Glover moved the measure and Councilman Stubbe seconded; the motion passed 7-0. The Fire Chief explained the agreement ensures MCC students receive required hands-on experience — "it allows their students to come in and ride on the squads almost like an intern" — and said the arrangement is focused on practical internships rather than ceding control of academy programs to the college.
During discussion Council members raised previous concerns about academy governance and whether this agreement would give MCC undue authority over local training programs. The Chief and other speakers said those governance questions had been addressed separately and that the practicum agreement preserves the city's role while enabling students to meet practicum requirements for EMT and paramedic certification.
The council did not specify financial terms in the discussion; the resolution updates operational language and aligns practicum standards between the city and MCC.
