Thermalito board: state will cover expanded Golden Feather grant costs; paving underway and Prop 4 funding sought for Concow sediment work

Engineer reports and project funding dominated the Thermalito Water and Sewer District’s May 19 meeting, with staff saying investigations found local pipe degradation and the State agreeing to cover expanded grant costs for one repair project.
Engineer Heindell told the board that CPM performed two types of field investigation at the Golden Feather Mobile Home Park and found pitting on pipe sections near the air relief valve where gases had accumulated and the ARV was not functioning. Heindell said a more detailed analysis of the findings should be available in about three weeks. He reported the State approved increasing the grant budget for the project, and the district will submit billing to the State for reimbursement so it will not need to use Sewerage Commission—Oroville Region funds for that invoice.
Heindell also updated the board on a Butte County AOMD paving project, saying Duke Sherwood Contracting has begun work, the parking lot had been torn up for resurfacing, asphalt would be laid on Friday, and Butte County will inspect before striping. He reported the contractor expects the project to be completed by Friday, May 29.
On funding for sediment removal in Concow, Heindell reported the district’s lobbyists identified $1.5 billion in Prop 4 funding at the state level. He said the district is awaiting the Governor’s revised budget to see whether the Thermalito project is earmarked; if not, lobbyists will press to secure and retain an earmark during the final budget process.
The board did not take further action on the infrastructure items at the meeting; staff will return with the detailed investigation report for Golden Feather when it is complete.
