Elmwood trustees approve conditional use permit and water-plant repairs; neighbors raise carport concerns

The Village of Elmwood Board of Trustees voted unanimously on April 8 to approve a conditional use permit allowing used automobile sales at 108 E C Street and to award several contracts for repairs at the Water Treatment Plant.
Chairperson Renee Holland opened the meeting and noted that "a current copy of the Nebraska Open Meetings Act was posted." After routine consent items and presentation of the monthly claims, the board voted 5-0 to grant the conditional use permit following a positive recommendation from planning and zoning. Trustee Heather Scott moved for approval and Trustee Patric Euse seconded.
Neighbors attending the meeting raised concerns about a car port planned on the property adjacent to theirs. Mr. Brion told the board he "has no concern with the business, he understands that the property is commercial and they knew that when they bought their property," but asked questions about the length and placement of the car port, exterior lighting that could affect their backyard, and stormwater runoff onto their yard. Property owner Mr. Helmberger responded to some questions. Matt from Solheim Law suggested the neighbors review the construction plans together to reach a mutually acceptable solution; the board did not take any enforcement or corrective action during the meeting.
On infrastructure work, the board accepted BHM Millwright’s bid of $8,420 to replace nuts, bolts and hangers at the Water Treatment Plant and Elite Midwest’s bid of $10,755.40 to refinish and paint pipes. Trustee Euse moved for both awards and Trustee Kicak seconded; both motions passed 5-0. The board separately approved Lincoln WinWater supplies for $352.20 with a $600 contingency. Trustee Tony Greise also moved, and the board approved, purchasing new door knobs and dead bolts for village-owned buildings for up to $450.
Sewer-plant maintenance was approved as well: Trustee Heather Scott moved to accept HTM’s $1,128.50 bid to work on a sewer pump; Trustee Patric Euse seconded and the vote was 5-0. The clerk said hiring standards for summer help remain unchanged and will be posted; no board action was required. The board also approved a pay increase for winter help to $25 per hour (motion by Trustee Becky Kicak, seconded by Trustee Heather Scott; RCV 5-0).
Administrative and community notices included scheduling Town Clean-Up Day for Saturday, June 6 from 8 a.m. to noon, confirming spring clean-up on April 11, and a TextMyGov widget scheduled to go live April 20. Standing reports noted library and park activity, streets and water crew updates (including water staff working with Mark Hogue from CCRW on new groundwater-location software), and planning and zoning’s next meeting on May 3.
The meeting adjourned at 8:16 p.m. The board tabled a scheduled audit presentation because the AMGL representative Hoback was unable to attend; that item will be placed on a future agenda.
