City planning staff presented a wrap‑up of proposed amendments to the Palm Coast Land Development Code during the workshop portion of the June 17 meeting, outlining changes to multiple chapters and the schedule for hearings.
Jose Papa, senior planner, told the board the amendments respond to prior planning board, city council, stakeholder and advisory committee comments and include clarifications such as retaining a waivers standard for multi‑phase projects, aligning townhouse/duplex parking thresholds, codifying collector road driveway rules for residential collectors, clarifying deferral rules for concurrency measurement (schools will not be deferred to later stages), and limiting digital/electronic displays near residential zones to a minimum setback of 150 feet. Staff also described bond and security language clarifications to ensure performance and maintenance securities remain in place until formally released by the city.
Staff noted a handful of outstanding stakeholder comments received late and said the package will return to the planning board for a public hearing on July 15 after a city council wrap‑up workshop on July 14; council first reading is scheduled for Sept. 1 with a second reading Sept. 15. Board members thanked staff for the thorough presentation and asked for continued distribution of late comments and staff responses ahead of the public hearing.
The workshop discussion clarified code language and timelines but did not include formal board action; the package will proceed through the city’s advertised public hearing and council adoption process.
