Commissioner Suleiman moved to approve the Strategic Plan (second Ivkovic Kelley); the motion passed by roll call vote with four ayes and one absence. President Knitter said the board was pleased with Dr. Kosey achieving her objectives and expressed thanks that she will continue in the role. The board also approved Sections 2 and 3 of the Administrative Policies and Procedures Manual and a resolution (25-0423) to review closed-meeting minutes from January 1989 through February 2025.
All measures in this package passed by the same 4–0 roll call vote (Commissioner Vescovi absent). The board noted no substantive changes were made to Sections 2 and 3; the attorney is refining language in other pending policy text for clarity. The resolution initiating a systematic review of closed meeting minutes aims to ensure compliance with open-meeting requirements and record retention policies.
The board’s approvals allow staff to implement elements of the strategic plan and proceed under the amended employment agreement and adopted policy language.
