The Village of Catskill Board of Trustees on May 27 unanimously adopted Resolution No. 17 of 2026 to create a Parks and Recreation Capital Reserve Fund to finance future park and recreation capital improvements.
The resolution, enacted under New York General Municipal Law §6-c, specifies that the fund may be used for projects including playgrounds, athletic fields, pools, splash pads, park buildings, walking trails, lighting, pavilions and recreational equipment. The resolution lists permissible funding sources such as budget appropriations, unassigned fund balance, grants, donations and cannabis tax revenues, and directs the Village Clerk/Treasurer to deposit, secure and account for the fund under Sections 10 and 11 of the General Municipal Law. The resolution requires that expenditures be approved by the Board and comply with any further legal steps, including a permissive referendum if applicable.
Trustee Jamie Mitchell reported that the village dog park is being reseeded as part of routine maintenance. Trustee Thomas Boomhower described preparations and planting for a pollinator garden. Trustee Peter Grasse gave Department of Public Works updates and noted discussions about the splash pad opening and hours, although exact opening hours were not specified in the meeting record.
The Board directed the Clerk/Treasurer to account for the reserve fund and report its condition at fiscal year end as required by the statute. Any future withdrawals from the reserve must be approved by the Board and comply with the law; the resolution took effect upon the Board’s vote.
The Board scheduled routine follow-ups through the Clerk’s annual reporting requirement; specific project timelines and funding amounts for the dog park, pollinator garden and splash pad were not specified at the May 27 meeting.
