The Old Orchard Beach Town Council voted March 3 to award a three‑year seasonal maintenance and downtown trash‑removal contract to Defining Lines, Inc., doing business as Enviro Solutions. The contract amounts are $325,008.75 for 2026, $336,008.75 for 2027 and $347,008.75 for 2028.
Town staff said only one bid was received and that Defining Lines has provided the service for the town for the past 12 years. The town manager confirmed the scope covers downtown seasonal maintenance, public bathroom servicing and trash removal at beach entrances; the vendor will supply cleaning, paper products and periodic checks of portable restrooms and will coordinate with Public Works on street sweeping.
Councilors noted the contract represents about a 6.5% increase over last year’s price; staff described the vendor as responsive and experienced with local operations. Council approved the award by a 4-0 vote.
The contract is funded from the Public Works beach cleaners expense account with a projected FY27 balance noted in the agenda; staff said the work will also include servicing temporary arrangements until permanent facilities are installed.
