Wymore council adopts expedited MicroTIF program for older buildings

The Wymore City Council unanimously approved Resolution 2026-01 on March 18 to adopt an expedited tax-increment financing review process for certain small-scale historic rehabilitation projects.

Andrew Willis of the law firm Cline Williams told the council the MicroTIF program targets structures more than 60 years old and would allow full project costs to be eligible for TIF assistance. Willis said the program sets residential project limits at $350,000 and commercial limits at $1.5 million, requires initial staff review followed by council consideration within 30 days, and gives approved applicants two years to complete their projects.

Councilman Neil Van Boening moved to amend the draft resolution to change the phrase "Community Development Agency" to "Community Redevelopment Agency;" the council approved the amendment 4-0. Following that change, Councilman Max Allen moved and Councilman Curt Oblinger seconded approval of Resolution 2026-01, which the council adopted 4-0.

The resolution references section 18-2155 of the Nebraska Community Development Law as the statutory basis for expedited review. The council did not place additional eligibility restrictions in the motion; the staff review step and the two-year completion requirement remain part of the adopted program.

Council members did not record further conditions on the program at the meeting. The city will apply its adopted application and review steps to future MicroTIF applicants as described by Willis.

The council took final action on Resolution 2026-01 during the March 18 meeting; the program language approved that night will govern initial applications unless the council revisits the ordinance or resolution at a later meeting.
