The Old Orchard Beach Planning Board postponed a final determination on a proposed garden center at 48 Ross Road on April 9, saying the application still needs responses to peer-review comments and confirmations from utility providers.
Chair Dave Walker opened a public hearing on the retail/agricultural site-plan application for the property listed in the packet as Roblox Garden Center and read a written comment submitted by nearby property owner Ann Crewe. Walker said Crewe wrote that she received a notice from the planning office and “I’m unable to travel to Maine from Connecticut where we now reside,” adding she was concerned “this area will turn into a commercial property if it becomes a garden center. Trucks and cars will be in and out of the right of way.” Walker read that Crewe asked for more information and requested the applicant place a new driveway further away from 50 Ross Road.
Planning staff told the board they had not received updated design materials. Staff reported the peer-review letter from Sebago Technics flagged several comments (items 2, 8 and 9 in the review) that require a response from the applicant, and that a site walk was held on April 2. Board members and the applicant discussed outstanding utility items: the board is awaiting a right-to-serve for sewer from the public wastewater authority and a confirmation from Maine Water locating the curb-shutoff/connection point. The applicant said Maine Water had provided hydrant pressure data and would attempt to locate the curb shutoff and provide a letter confirming sufficient capacity.
After that discussion, Chair Walker moved to postpone a determination on the application until the outstanding peer-review responses and utility confirmations are submitted; a board member seconded. The board voted 4–1 to continue the item to next month. Walker told the applicant to submit the requested responses in time for the board packet and said the application is expected to return at the May meeting.
The board also asked the applicant to add sign dimensions to the plan notes; the applicant said the zone allows a maximum sign of about 25 square feet and would present a sign-permit application to the code office separately.
No formal condition or approval was adopted at the meeting. The public hearing was closed after no one appeared in person to speak.
