The Old Orchard Beach Planning Board on March 12, 2026 voted that the Robillard's Garden Center site plan for 48 Ross Road is complete enough to schedule a public hearing, following a presentation by Todd Gammon of Walsh Engineering and discussion of site layout, stormwater measures and screening.
Todd Gammon described use of the existing farmhouse, a retail area on the first floor, offices above, reconfigured driveway and parking, and two requested waivers related to driveway grade and entrance radius to accommodate deliveries. He said the plan reduces stormwater discharge with a soil-filter system and an irrigation pond intended to capture runoff for greenhouse irrigation. The proposal anticipates modest delivery traffic (one tractor-trailer weekly) and regular truck pickups for mulch and materials.
Gammon said the design includes a vegetative buffer consisting of 18 arborvitae planted on centers as shown in the plan set and noted plans for cutoff photometric lighting to minimize off-site glare; staff asked for a formal photometric plan and clearer planting spacing and heights so compliance can be verified after installation. Board members asked about the town sewer/pump-station work, and staff confirmed upgrades in the area have been completed or are underway.
The board voted the application complete, asked the applicant to respond to the planning memo’s bullet comments, scheduled a site visit for Thursday, April 2 at 5:30 p.m. at 48 Ross Road, and set the public hearing for the board’s regular meeting on Thursday, April 9, 2026.
